If a one-time payment fails with a recoverable error (for example, a 2XXX soft-decline code) and is not retried, it may be because the cardholder's bank has placed a block on the card at the card scheme level (for example, through Mastercard's payment cancellation service). Once a card is on a stop list, every transaction will be rejected until the block is removed.
These transactions are not retried because the issue is with the card's status, not the transaction itself. To resolve this, the cardholder must contact their bank and ask to have the card removed from the stop list.
